[Dashboard] Configure legends across an entire dashboard

It's easy to end up with a dashboard with legends in various positions from panel to panel. It would a nice enhancement to allow people to set a legend position (and other options?) across a dashboard (with the possibility of excluding certain panels, perhaps) in order to meet their needs.

Imagine this Lens UI at the dashboard level

Assumptions

• This has not been verified, but perhaps since this is implemented at the Lens editor level, it may be that it would only apply to Lens-based panels. It could be considered a motivating factor in using Lens as your primary editor.
• Even at a panel level, this could useful as a sort of Lens-lite editing UX to avoid leaving Dashboard.

Closing this for the time being as we have not heard from users that they would rather configure legends at the dashboard level instead of at the individual panel level.

We can re-open this if we have user-testing saying that this is a required option, and once the Dashboard Options Registry is completed and makes this easier.
