RAC: Alerts View - remember Alerts View settings when navigating away and back to the Alerts View

Describe the feature:
Remember the Alerts View settings so that the presentation of the alerts table and fields remains unchanged when navigating away and then back to the Alerts View

• Filter selections (active/recovered/all)
• Alerts table settings (column size, rearranging, sorting, fields selected, etc.)
• Store these in local storage

Filter selections (active/recovered/all)

Currently open/acknowledged/closed are stored in the URL state. I assume they still will be when we change these tabs to be active/recovered/all, so I'm not going to include this setting in the localStorage.

The alert table settings are the only things we'll need to put in localStorage as they're not stored in the URL.
