Follow up for the issue comment.
According to the new Kibana UI/UX layout guidelines, all managing buttons should be on the top of form.
Currently for "Rules and connectors" tabs we have buttons "Create rule" and "Create connector" on the different positions:

New requirement should move the buttons to the top of the management form:
