As part of the changes to adopt the typeless APIs for monitoring data (elastic/elasticsearch#38637) the system_api_version current version has been bumped to 7.

While monitoring will still work sending 6 as the version, it should send 7 starting with 7.0.0 to allow for future 8 version. (We only support current - 1 versions).
