Create a GitHub release for a project
```
githubReleaseCreate(tagName, releaseName, body, draft, preRelease)
```
* tagName: The name of the tag. (e.g. 'v1.0.0')
* releaseName: The name of the release (e.g. 'v1.0.0')
* body: Text describing the contents of the tag. (e.g. 'Raining Tacos Release')
* draft: Boolean indicating if the release should be published as a draft. Default: false
* preRelease: Boolean indicating if the release should be published as a prerelease. Default: false
