Show metadata.description in the Deploy to Azure form

I didn't see a GitHub repo for our functionality around the Deploy to Azure button, so this is the best place I could think to create this request. We don't respect the metadata.description JSON property on a parameter today, and we should to enable developers to guide users on what to put in to the various fields on the Deploy form.
