Cap Discovery Traffic on BW limited network #2152

I see a spike of traffic ~15000 packets/s on Wireshark and then it levels off to ~1000packets/sec.

I believe this is normal behavior.

How can I cap my traffic to 3000 packets / sec, That is the cap of my network?

I see this with 2 computers (Connected Ethernet to Ethernet, running identical applications), it happens when the second application boots up.
