This has been around for some time and the workaround was to manually edit each record to 'Modified'.
In 2.3.3 the edit fails to save.

Any tips on what to do for LoTW? None of the choices change what is saved in the record.

In 2.3.4 new records are correctly marked as 'Modified', but now the record remains 'Modified' after successful upload to QRZ.com.
