ntp: support auto-open + settings link

Description

• Allow the customizer to be auto-opened via initial setup, or subscription message
• Support opening settings

Testing Steps

• Verify this works https://deploy-preview-1351--content-scope-scripts.netlify.app/build/pages/new-tab/?customizerDrawer=enabled&autoOpen=true
• Verify the regular NTP (without the customizer drawer) works as expected, https://deploy-preview-1351--content-scope-scripts.netlify.app/build/pages/new-tab/ (eg: just the menu toggles)
