Update runtime tests on Android devices

Once the functionality of dotnet/xharness#397 is available, update runtime tests to only install/uninstall once per test wrapper, when they are running on Android devices. And enable tests mentioned here:
https://github.com/dotnet/runtime/blob/master/src/tests/issues.targets#L3352-L3374

With this work, not all the work items mentioned in #45568 need to be split.

This issue has been fixed via #53871
