Fix 16399 - Debug builds of files with huge numbers of methods multiple classes with <64K methods but total > 64K fails. release builds succees #16514

Workaround:
for a DIA bug that AVs when reading SequencePointsfrom debugging pdbs.

Do you have a link to the DIA (Debug Access Interface) bug that is responsible for the AVs (Access Violations)?

The internal fix for the DIA bug is already merged.
