RestoreSources don't need to be specified in msbuild as they are already provided by the repo's NuGet.config file. Also, encrypted feeds only work with NuGet.config and not with restore sources specified via msbuild. Other arcade-ified repositories don't do this and hence I'm relatively certain that this is code path isn't active anymore.
