I moved the two task spec PRs to blocker. We don't have a release with TaskSpec and that fix is rather impactful. I don't want to deal with a version out there without those PRs

All marked blockers have been merged, so I'll start pushing out this release in a few minutes

Closing as 2024.11.0 is out on PyPI and conda-forge
