Remove translations that are not widely supported

We have several translations that are not widely supported - ie, they have a single docfile translated and the table of contents.

This is putting strain on our builds and build time as we are duplicating the entirety of the English docs into each translation.

I recommend removing the translations that are not widely supported (probably all but Chinese). We don't intend to move forward with supporting translations in our newer docs at the moment since we don't have the resources to do this at the time also.
