Fixing issue #2 made this issue needed.

We run the skcc_skimmer exe directly and this going to be Windows specific.

Need to add the ability to detect the OS and only call skcc_skimmer.exe on windows platforms. Others will call "python skcc_skimmer.py". It may also be possible to use pyinstaller to create a linux and mac version.
