create-react-app already includes postcss-preset-env by default

The docs are probably out of date. Rewire would still be useful for customizing the defaults, but it's probably worth mentioning that create-react-app ships with postcss-preset-env already enabled.

EDIT: The release followed a few hours after my reply. Kudos to @heygrady for knowing the future.

The docs are probably out of date.

While the docs might be a few hours out of date with facebook/create-react-app@master, a new version of Create React App featuring PostCSS Preset Env has not yet been released, as far as I know.

Feel free to make a PR to future-proof the docs. 😄
