pkg-config has a "variables" section, where packages may place arbitrary data. Among uses of this, Qt uses this to communicate where it's put it's tools (which could be solved by components I think), but Xorg uses this to communicate parts of it's configuration, like whether it uses thread-local storage. I don't see a way to communicate this in CPS
