Retired FIPS in county data #193

Looking at https://github.com/covidcaremap/covid19-healthsystemcapacity/blob/master/data/published/us_healthcare_capacity-county-CovidCareMap.csv is rows for FIPS 46113 and 51515. According to https://www.ddorn.net/data/FIPS_County_Code_Changes.pdf:
"South Dakota, 2015: Shannon County (FIPS 46113) is renamed to Oglala
Lakota County (FIPS 46102) as of May 1st, 2015." and "Virginia, 2013: Bedford (independent) city (FIPS 51515) was changed to
town status and added to Bedford County (FIPS 51019) effective July 1st,
2013."

Please update your system to use the current FIPS: 46102 and 51019.
