Summary of Bug

go releaser is not populating the release notes on the release page making it so that the releaser needs to copy paste them

I couldn't figure this out :(

It seems like we're using the correct flags:

v0.45.x: https://github.com/cosmos/cosmos-sdk/blob/release/v0.45.x/.github/workflows/tag.yml#L24
v0.46.x: https://github.com/cosmos/cosmos-sdk/blob/release/v0.46.x/.github/workflows/release.yml#L24
