I would like to have a way to specify a niceness setting so that any rpm-ostree (or ostree) operations have a lower scheduling priority than other processes on my systems.

You can do this at the systemd level using a drop-in for rpm-ostreed.service (see e.g. #2164).

Agreed; thanks to systemd every service supports a wide array of priority flags. Feel free to reopen (or just add a comment) if you think something isn't covered. Thanks!
