New VMs yet again

Need new pasta 2024-02-20 to fix hanging-tests problem.

Pasta 2024-02-20 is not yet stable on all fedorae, so add
a timebombed force-install.

Also: podman-plugins is obsolete and does not exist in rawhide.
Ditch it.

Also: jobs are occasionally timing out. Bump up timeouts.

Also: fix broken timebomb check in Makefile

Also: bump up expired Debian timebombs

Also: sideload pasta 02-20 for Debian
