Add PaStiX support

Hi, I wonder why PaStiX support is not built into the build script. Any specific reason?

PaStiX is not packaged in conda-forge, so it cannot be added as a dependency for the petsc conda-forge package.

I cannot possibly know! I guess that is just lack of interest or willingness to become recipe maintainer.
