Notify user when back-end server is unavailable while user is in the app #25

When Tagging Tracker server is offline and user is logged to the app and perform action that requires server side, present the user with information about fail network connection to the server.

It's done when user is notified in the app when Tagging Tracker back-end is unavailable.
