Maintainer change

Kyle approached me to take over the ownership and maintenance of this official repository with Terraform.io support for Atom and the corresponding Atom package.

For transparency:

The ownership transfer has been completed by publishing the new version v0.8.2 with the accompanying CHANGELOG.

Currently @cmur2 and @GiantToast have write access to this repository.

The next steps consist of:

• upstream Terraform 0.12 related changes from https://github.com/cmur2/language-terraform-12/commits/master
• directly merge open PRs that were merged manually in the fork https://github.com/cmur2/language-terraform-12
• officially deprecate fork in https://github.com/cmur2/language-terraform-12 and forked Atom package incl. supplying migration instructions
