Incorrect default local currency on some Android devices

Expected Behavior

Appropriate local currency should be selected by default.
Using the country of the phone number seems a better indicator for determining the default local currency given the issue detailed below.

Current Behavior

For the Liberia pilot, @cmcewen reported USD was displayed by default in the app.

It turns out not all countries are available for selection for a given language on the Android phones used for the pilot. Making the device locale inappropriate for determining the default local currency.

Though on a recent Android version all languages/countries seem to be available for selection.
