Discussions about Issues, "meta", and general Q&A

Bonjour, Hi! (Le français suit.)

We're going to experiment with using GitHub's new "Discussions" feature to help make space for folks to discuss ongoing ideas, changes, and what not, while reserving the Issues board for the delivery team to focus on in-progress work.

This is a first for us, so be patient and let us know where you think it's not working.

We will move any issues from this board into the 'Discussions' feature as necessary. Obvious implementation bugs are fair game here, but everything else will get moved.
