Ammo effects that create fields don't work with the AoE ammo feature. This can be most readily seen with dragon's breath shells, which no longer leave behind fire from the STREAM ammo_effect following #2619
Hardcoded on-hit effects like INCENDIARY SEEM to still work but it's a giant pain in the ass to test because that flag has a pathetically low chance of lighting targets on fire compared to the IGNITE flag.
Steps To Reproduce
Spawn in a shotgun and load with dragon's breath shells.
Repeatedly fire at a debug monster with it.
Observe that it never leaves behind any fire on the ground.
