"Doc" links to IBM.com website in Community Index don't link to components #2342

From https://www.carbondesignsystem.com/community/component-index/

If I click on the "Docs" link for any component that has "IBM.com" as a maintainer, it redirects to https://www.ibm.com/standards/web/carbon-for-ibm-dotcom/.

These links should redirect to individual component information (e.g. "Callout Quote" should redirect to documentation at https://www.ibm.com/standards/web/carbon-for-ibm-dotcom/components/callout-quote).
