This is due to the state of gimp plugins on current distros more than anything. GIMP still uses python2 for it's plugins and that has been removed from the repositories. You used to be able to install gimp-python to get them working but now that his also gone.
The answer now seems to be to install the Flatpak or use an AppImage of GIMP. I can confirm the Flatpak from Flathub works with this plugin. I've heard there are AppImage out there that work for plugins. I could not get the snap to work.
GIMP 3 will use python3 whenever it's released. A lot of plugins will have to be changed to work likely.
