If Tor tabs aren't amnesiac (see #12922), then pages accessed over Tor will show up in the regular browser history. Presumably, if someone accessed a site over Tor once, they'd prefer to do so in future and would not appreciate accidentally connecting to the site without Tor.
We should consider providing a visible mark or highlight in about:history to identify a page that was accessed over Tor. When a user tries to open such a site from the history manager, Brave should default to opening that page in a Tor tab, rather than over the clearnet
