Uplift of #7578
Resolves brave/brave-browser#13302

Tested using test plan in #7578 on Nightly(1.21.6).

Ran into brave/brave-browser#13625 while running through the STR outlined via #7578 (comment). Waiting on resolution/fix.

The problem is the TracingDataTypes are stored in a set, so if you re-use one of them that's already used it will crash.
See `std::set<TracingDataType> pending_sub_tasks_`.

So I just patched in a new tracing data type and now the crash is gone.
