Added BraveShieldsDisabledForUrls and BraveShieldsEnabledForUrls policies

Resolves brave/brave-browser#25394

• Added BraveShieldsDisabledForUrls to disable shields urls
• Added BraveShieldsEnabledForUrls to enable shields urls

Urls set by policies are protected from editing via popup or other ways
