Keyboard shortcut for opening per-domain Shields settings

Description

Currently it seems like there is no other way to bring up the per-domain Brave Shields UI other than using the mouse to click the lion icon next to the address bar.

It would be nice if there were a keyboard-accessible alternative.

I think we should prioritize this a bit higher as an accessibility feature/option. I've had a few visually impaired users request this as there's no way for them to adjust Shields settings on a per-site basis.
