Able to DND source captch from brave rewards CLAIM button page

Steps to Reproduce

1. Clean profile 0.60.13
2. Enable rewards through Welcome page or Hamburger menu
3. Click CLAIM button
4. DND the source captcha into URL bar

Actual result:

Able to DND source captcha. It's loading image source instead of Image, Also its trying to load the png via Brave://rewards...

Expected result:

As per my knowledge, it shouldn't allow Captcha to DND into the URL bar.
