[CLOSED] No tooltip for extension author name link

1. Go to the Extension Manager's "Available" tab
2. Hover over the author name link (e.g. "peterflynn (github)")

Result: no tooltip

Expected: other links in the Extension Manager have a tooltip so you know where it will go before clicking (since unlike a browser, we have no status bar to show that)
