Align Tooltip

There is one change in Doorway in the styling to result in the Tooltip having a light background and dark text, vs the core styling which is the opposite.

Would love to check in with design if we should align this on one style in both repos. If not, I’d recommend a quick fix to add two variables that are overridable in the UIC Tooltip before we can tackle this whole component in seeds.
