Create UI: Validation of NR throwing wrong validations.

Describe the bug in the current situation
When a user uses the Name Change NR for Restoration then the legal API validation throws an error saying Invalid phone or email which is not the case instead the validation should be using the wrong NR type.

Steps to reproduce the behavior:

1. Go to 'https://dev.edit.business.bcregistry.gov.bc.ca/FM1057459/change?accountid=2079'
   2.Login with BCREGA001/98900001
2. Search for "DOWNFALL" and start an Alteration.
3. In the NR section use "NR 3978412" and email:riyazsd707@gmail.com
4. Observe that the Name change happens.
5. Now undo the change in Firm.
6. Go to "BC0871409" and Start Restoration.
7. Now in the NR section use "NR 3978412" and email:riyazsd707@gmail.com.
8. Observe that the Legal API's validation of NR Fails
9. But instead the validation should be like wrong NR Type
