Filings UI - More actions not showing under Historical BC Sole Proprietorship

When you go to manage a historical business the more actions drop down isn't displayed which means you cannot access your Digital Business Cards

Expected result

2 Options:

1. Add more actions and the digital business card drop down
2. Have a button just for Digital Business Cards
