Coop Special Resolution Name Change - Certificate, Certified Memorandum and Certified Rules documents are not to appear on the ledger

Describe the bug in current situation
This ticket originated with OPS ticket 2509.

When Special Resolution Name Change filing for Coops is completed by DEVs, the Certificate, Certified Memorandum and Certified Rules documents are displaying in the ledger. Staff have indicated that those documents should not display.
