Either eliminate warnings or make them easier to filter

#16767 and #12358 are instances where users wanted to filter warning spam but --output_filter wasn't applicable. We could generalize --output_filter to match non-rule messages. Or maybe associate all warning events with a symbolic string key and filter based on that.

IMO an even better solution is to eliminate warnings altogether, but that might be a tall order.
