Fix BAL unlock on CMC #210

On CMC, we have 102,543.71 BAL unlocked weekly, while on the Docs and this Dune query we have 102,530.48.
Also, after the next reduction in emission rates (March 18th), CMC shows 86,182.07 weekly, while docs and dune show 86,217.52
