It appears that tekton-dashboard is broken ; Upgrade all Tekton Software components on our Test Infra as we seem to run pretty old s/w based on versions

latest commit on dashboard seems to be in 2022 - https://github.com/tektoncd/dashboard/commits/v0.24.1/

so not sure why its broken but it appears than we are running very old versions of software and we need to upgrade our tekton components not just tekton-dashboard
