Is your feature request related to a problem? Please describe.
Yes. The build process when doing a CI is too slow (takes 20 minutes to complete building). Example: https://github.com/aws-observability/aws-otel-collector/actions/runs/1387334109

Describe the solution you'd like
Using cache dependencies on github would increase the building process. For more information, https://docs.github.com/en/actions/advanced-guides/caching-dependencies-to-speed-up-workflows

Describe alternatives you've considered
Building our product before uploading it.

Why?

  • Improve the CI time to build and easier to check faster

How?

  • GitHub Actions
  • Whenever there is a new PR, the build process will take the cache dependencies from Cloud Storage (Gitlab is Google Cloud Storage) and if there is any differences, download the new dependencies.
