Without Python-support in the Arbor library, dynamic catalogues cannot build, symptoms are errors like this

/usr/bin/ld: [...]/install/lib64/libarbor.a(arbexcept.cpp.o): relocation R_X86_64_32 against `.rodata.str1.8' can not be used when making a shared object; recompile with -fPIC
