cups should record the time of last enable/disable action of a printer #659

CUPS.org User: alois.astro

Cups reports via lpstat the time Jan 01, 00:00 for its enabled/disabled
and 'accepting since' status.
It should report the real time of those acts.
It already stores the reason for disabling the queue.

In a larger printer setup, the time when a queue was disabled, and
enabled again, can be important information, together with the reason
for disabling.
