ppdLocalize() doesn't support incorrect Japanese locale name used by ppdmerge #2301

The ppdmerge program from the CUPS DDK 1.1.0 incorrectly used the "jp" locale name when importing Japanese PPD files.

ppdLocalize() should support both the old, incorrect locale name ("jp") and the new, correct locale name ("ja") when localizing for Japanese.
