Description

Currently, we have a command named push in the Rover CLI. The suggestion is to rename this to publish to emphasize the act of what it symbolizes: Committing a contract, in the form of a graph (on a particular variant), to a registry, as an indication that it's ready to be consumed by other tools, people, etc.
