[Improvement] After deleting the original cluster, kbcli supports other ways to obtain incremental recovery time #2925

After deleting the original cluster, the incremental recovery time cannot be obtained through kbcli.
Incremental recovery time is now only available via kbcli cluster describe.

If this is a new function, please describe the motivation and goals.
After deleting the original cluster, kbcli supports other ways to obtain incremental recovery time.

Need to support list deleted cluster backups, because the backup lifecycle is different with clusters. Only if you get a backup CR, then you can access it always in all time.

supported by subcommand kbcli dataprotection.
