Antrea scale tests for end-to-end performance improvement

To understand the overall performance of Antrea Controller and Agent, we should run scale tests regularly. This can help us to learn the bottleneck of different Antrea components and figure out a way to improve it.

Following is a simple proposal to add scale tests for Antrea project, welcome more inputs.

1. Benchmark test to understand the baseline of Antrea Controller and Agent performance in a given circumstances.
2. Using agent simulator to generate large requests to Antrea controller
3. Agent/Controller performance under limited CPU/Mem.
4. Scale tests for different e2e scenarios.
5. A CI framework to run benchmark/scale test for each Antrea release, and can also run periodically.
