Describe the problem/challenge you have
Antrea uses github.com/contiv/libOpenflow to configure Openflow rules to OVS. Currently the library only supports OpenFlow 1.3. It becomes a problem when we need some features introduced in new versions. For example, when fixing #2092, the ideal solution is to use "insert-buckets" to update groups but the operation is only available in OpenFlow 1.5.

When introducing OpenFlow 1.5 support, we also need to take care of its impact on compatibility, like whether it requires more recent kernel module support.

There is a PR in libOpenflow to support OF1.5 antrea-io/libOpenflow#13
